One row deserves a note. Character.AI is in this table because people searching for 18+ AI chat land on it constantly, not because it belongs in the category. It has never allowed explicit content and its moderation is among the strictest anywhere. If you arrived there expecting adult chat and left frustrated, that is the reason, and it is not a filter that is about to lift.
The thing that changed in 2026
Adult AI chat now asks for ID in about half of the US
If you tried an adult AI chat platform two years ago and tried the same one this month, the sign-up probably looks different. In Free Speech Coalition v. Paxton, decided 27 June 2025, the Supreme Court upheld the Texas age verification law 6 to 3, and the state laws that had been stalled in litigation started taking effect. By mid 2026 roughly 25 to 26 states enforce some form of age verification for adult content, with West Virginia among the most recent. Trackers disagree on the exact roster because effective dates and challenges keep moving, so nobody should quote you a clean number, including us.
What this means in practice varies a lot. Louisiana was first and set the pattern most states copied: a commercial verification system checking government ID, triggered when a "substantial portion" of a site is adult content, often defined as a third. That threshold is why companion apps and porn sites are being treated differently. A platform built around explicit media clears the bar easily. A romantic companion app that refuses explicit content generally does not.
The platforms have landed in different places. SpicyChat added real verification in early 2026 for several US states plus France, Italy and the UK, using AI age estimation from a video selfie or a government ID upload. Janitor AI made verification mandatory for creative content in late 2025 through a third party service, and users have reported waits of days or weeks stuck in pending. Character.AI, which allows no explicit content at all, still runs age assurance through a third party provider to separate adult and teen experiences. Nomi, Candy.AI and Replika still rely on self declaration.
There is a privacy consequence people underrate. Verification usually means handing a government ID or a face scan to a third party vendor you did not choose and cannot audit, which creates a record linking your legal identity to an adult platform. That record did not exist before. It is worth reading what these apps actually collect before you decide which one gets your documents.
